Rep. Pete Stark, introduced a strategic bill that aims to provide universal health care to individuals based on Medicare and employment-based coverage.

Called the AmeriCare Health Care Act, the bill will establish a new program called AmeriCare that will utilize Medicare's existing infrastructure to provide health insurance to people not covered by their employers.

The core benefits of AmeriCare would mainly include a prescription drug plan, mental health parity, pediatric care and family planning services & would be financed by employers, individuals and states.
