The ingredients for another major crisis between Israel and the Palestinians have been piling up for most of this year.

The Islamist Hamas and President Mahmoud Abbas’s secular Fatah hope this will end Israeli and western sanctions that have left 160,000 Palestinian Authority civil servants virtually unpaid since March, amid worsening civil unrest.
